I am sure it happens every year, especially if a guy commits right before Rivals or Scout updates their rankings.

ETA: After the rave reviews that he got at Tennessee's camp from a national writer at Rivals, it was obvious that he was going to have a huge bump. Besides, most 1-star prospects are just players who haven't been evaluated. 2-star prospects on the other hand have been looked at.
