Credit/Incentive/Deduction Phaseouts

It seems as though nearly every tax credit, incentive, or deduction has some sort of phaseout at or around $150k for filers who are married filing jointly. Aren't these "rich" individuals the taxpayers the ones who actually fund the federal govt. and who could actually afford to utilize these credits, incentives, or deductions?

Stuff like this really burns me up because our government repeatedly creates incentives for Americans who are "poor" to spend more. We consistently reward economic failure and mediocrity rather than success.

IMO if you work hard, educate yourself, get a good job and contribute additional tax dollars to the government's revenue base; the very least you should get in return is the ability to participate in the occasional deduction, credit, incentive, or stimulus package.

I'm sure this has all been said before, but I needed to vent.
