Been to the casino plenty of times. What type of dinner spot are you looking for?
If you want to go upscale (relatively speaking), I'd reccommend Vrazel's in Gulfport. A bit of a drive, but your only options in Biloxi are in the Casinos.
IF you do want to stay in Biloxi and don't mind eating in a casino, the Ruth's Chris in the Hard Rock is one of the better Ruth's I've been too. Also, the Beau Rivage has a few good restaurants.
ETA: Now that I think about it, the steak place in the IP, "Thirty Two", is supposed to be great. Haven't been there myself, though.

When me and the gf went to Beau Rivage we ate at 2 of the restaurants they had: BR Prime and Olive's.
Both were very good, but I think BR Prime was overpriced (but thats to be expected). Olives cost me about $100 (if I remember correctly) for an app., 2 entrees, and 1 dessert, so that wasn't to bad.

eat at Mary Mahoney's across from the Hard Rock Casino. Great food & a cool bar & patio for drinks
