Whats wrong with my crepe myrtle?

Natchez crepe is about 7 years old I would imagine. I just went out to water like I do every 3-4 days and notice the ground is wet already, but only directly under the tree. Strange.
Then I realize the trunk is wet like it's leaking or something.
Then I find all this Crap. Limbs black with mold looking white stuff. Leaves around this area are blackish as well. This area is below my prune line from Jan. All new growth is fine.

Had a bad problem on a gardenia bush. Sprayed it with some fertilome neem oil. The fertilome brand also had pyrethrin. As the link states, it's more of a bug problem.

Thanks guys. Will try one of these. I have a gardenia Bush and roses about 8 ft away so I'll assume they are next.

Crepe Myrtle Bark Scale
Crepe myrtle bark scale is the white stuff, which causes honey dew which is the liquid, which cause the black moldy shite. A ground drench of insecticide is the easiest method to kill the scale. Call the LDWF office in Benton, Ricky knows what chemical, I can't think of it right now. Anyway, my crepe myrtles had that shite but with all the rain in the last few yrs the scale disappeared. I guess the rain fixed it????

Update - so my issue is definitely the Bark Scale. I tried 2 applications of the Neem oil, and it doesnt appear to have made a dent. The little white bugs have multiplied 10 fold. In some places, you can't even see the tree bark.
According to LSUag, you have to scrub them off with a big brush and soapy water, THEN you can spray insecticide.
That sounds like a sucky job. But i guess ill give it a shot.

Fertilome Tree and Shrub Systemic Insect Drench. The man says instructions are on the bottle. To hell with washing a damn tree.
