What is tearing up my mulch?

For the past few years, I have had fits with an animal pawing up my mulch around the edges of my landscaping. I've always blamed armadillos since I've had a few burrow under my hawthornes. I've been using the granular varmint control stuff to no avail. Today, I put down fresh mulch and before sundown, I found my mulch thrown around twice. Now I suspect it's been birds all along.
Am I right? If so, how can I stop this? I'm thinking of keeping a cat out there to regulate shite, but that's a last resort.

No. I'm about an hour SE of New Orleans, so I've already ruled out chipmunks.

Yeah could be toads. I have some at my house that climb up in my small potted plants and will dig a little hole and back into it. Then when I start watering them you can see the toads come out of the mulch. They like to eat worms so they could be digging up the mulch looing for them.

As the Robins migrate north this time of year they make a pit stop at my place and forage around in my pine straw beds. They can make a pretty bad mess out of them.

Spray eucalyptus oil (vicks vaporub emulsified in water) around the edges they will stay out.. It masks the smell of whatever they are after and is too strong and offensive since most animals smell a minimum of 100 times better than we do.

Might be a skunk too. They root around just like armadillos.

This is what I'm thinking. Maybe doves too, since we seem to have tons of them around all the time. Will the eucalyptus work on birds?

Powered Cayenne pepper. You'll need to reapply after a gully-washing rain, but it works.

Yeah, could be cats. My neighbor's cats are guilty of using my beds as their litter box.

I've never tried the eucalyptus or cayenne. I've tried granular insecticides to remove the food source. Seems to work OK for a while but doesn't last very long.

ETA: Throw citrus peelings in there. They can't stand it. Worked for me.
