Used M1A SOCOM question (now with pics)

I have been offered to buy a used M1A SOCOM (he has only put 30 rounds through it): My main concern is he bought it while living in Cali. I have no clue if regulations touched this more than the magazine size.

He is offering it to me for $1100. What would you be weary of? What would you check for? Would you buy it?

My M1A Standard had a neat little orange tag on it when I took it out of the box: "NOT LEGAL IN CALIFORNIA". I imagine the SOCOM version would have a similar tag. Not sure if that means the rifle was modified to be Cali legal or just something that didn't bother with Cali's legal nonsense. $1100 isn't a bad price by any means if legit and unmolested. Can't really tell you what to check for though, need the proper tools, gauges, and a good idea on what makes these rifles run.

The only that should have been done to make it California compliant is a compensator instead of a flash hider.

But who knows, that state is dumb.

I think this is right. Without a pistol grip, there are fewer compromises to be made.

Random but this reminded me of the crushed brick stuff we used to put down on baseball fields.

Everything causes cancer in CA. They were trying to get that label put on Coke bottles and cans.

Pics he sent.

Met him in Memphis on business trip. He actually wants to sell it since he wants a shotgun (Memphis problems). I live in Atlanta, so I don't even know how getting this from Memphis to Atlanta would happen since it has a soft case. Any advice would be great.

My fiancée lives in Memphis, I'll get her to buy it and give it to me as a Christmas present. I'll let you know how it shoots and post pics of it every once in awhile

I will grab it for you. I travel to Atlanta about every 20 years so delivery will be while, but can go grab the rifle today if needed.

$15 - $30 plus shipping costs. My FFL only charges me $10, ask around at whatever firearms shop you trust/prefer.

The generosity is greatly appreciated. I wouldn't want to put any of you out like that though.

So, I contact my local ffl, he takes the rifle to his ffl and I give him the ffl that I am using then I pay shipping and the transfer fee? Do you pay transfer fees on both ends?
