According to them it will be the most optimal / "best" fishing this weekend.

Optimal, but it's still up to them to bite. I have seen fish just sit there and look at shite passing by that on other days they would have gone batshit crazy and snapped at.

Doesn't take into account weather and other water conditions but it's still one of the factors that helps. I will be in Delacroix tomorrow where it looks like the water cleared up a good bit.

I tried off Airline by Laplace and on the concrete pier that goes out into Lake Pontchartrain today from 9am to 1pm and did not get a bite & no one else was catching anything either.

The only 2 places I ever caught fish at in Galveston from land is Sea Wolf Park and the 61st street pier. IMO Louisiana fishing is 1000% better than Texas.

Note I don't have a boat I just fish from the shore or piers.

For me, the times animals move are usually good, but the day ratings don't matter
