Is tightening the screws in the rings the only thing that you can do to tighten the scope that keeps getting off target somehow? Is that the only cause for this?

Eta: I sometimes shoot unethically, let's get that outta way

I tried everything until I finally pulled my scope off. Unfortunately I pulled it off because I bought a new scope thinking it was bad.

Send it back to the factory, I was having trouble with my. Vari x 3 , sent it back and they found an internal spring had problems , fixed it and returned no cost, great customer seevice, however that was one reason I did not go with Leuopold with my new scopes, talked to lots of people who raved over their customer service, got me thinking they have too many issues If so many people have had to use their warranty

Also when I went to the ups store to ship it , I had it all boxed up and gave it to the lady to weigh and she saw it was going to leuopold and made a comment about how many scopes she sends back through their store

Have you shot it from a bench rest? Lapping the rings helps give the ring to scope more of a cleaner bearing surface to distribute the clamping force more evenly.
What caliber rifle is it on Chad?

May need to remove it and ensure rings are lined up correctly most factory rings need to be lapped for your scope to stay snug and sit level.

Have you checked the screws that hold the action to the stock?
Does the barrel make contact with the fore end?
What type of stock is on the rifle? (Everyone knows wood CAN warp with weather, I've read that the cheapo plastics can also. Not sure if true or not.)

You need new rings....Leupold bases and rings. I have never seen those. But they don't look too sturdy. They clamp down instead of being screwed down. Do not like.

You either need to move your front ring all the way to the front or replace those.

.30-06 is making the scope move and its because of those rings.

Does the front if your scope touch the rifle barrel?
