OOS Used boat registration

I bought a project boat ($300) from a friend who bought from a guy in Florida and never had it registered in LA. I have original title from Florida signed over from original owner, but no bill of sale and notary will not notarize title without original owner.Last time I bought a used boat in LA, the original owner signed the back of registration and I sent that off with fees, no problem. Then I sold the boat the same way, never notarized.
WLF says I need either notarized title\registration or notarized BOS. When I called them, the lady I spoke with sounded very unsure of WLF accepting just signed title of boat if I can't get notarized. She said,"depending on the supervisor." Question is, do they treat out of state purchases differently, ie more strictly? Anyone have an expierence with a similar situation? Also, Florida is non notary state, right? How would that work?
I am going to send it off and hope for the best, but just looking for any other ideas to make this work if I can't get notarized paperwork.

Find a different notary... dig around, you could probably find one that would help you out.

Recently registered one from out of state. Cost more to register the trailer than the boat.
They seemed to be relatively laid back with it when I went in, but you are basically rolling the dice by driving over there and getting the "wrong" supervisor.

just did the same thing myself
find a different notary

all you need is a notarized bill of sale at the WLF office and the completed application
no tax due as below 2k they consider it a casual sale

I'll definitely check around for another notary. I have used this one before and remember specifically getting a bill of sale notarized without the seller present. I guess they're cracking down.
