Fisherman's One Stop has them on Hwy 22

Turn on Honore Ln. right across from Academy on Seigen, turn right behind the Whataburger. It's someone's house, like the first one on the left with a sign that says live bait, you pull up on the side and bring your bucket to the back and the lady will give you shiners, bring cash.

Cabelas also has them but I heard they are proud of them.
