Corn is illegal in the national park, have to use artificial lures. Barbed single hooks are fine. Rednecks do it all the time though, never seen one busted. They mostly fish in non native rainbow trout territory, so most legal fisherman don't care if they eradicate them. The park rangers are too busy dealing with speeders and moron tourists trying to get selfies of their kids two feet away from wild black bears.
Multi hook lures/rigs are also banned, but fly fisherman can use a dry and a dropper setup which is what I typically do in the park. Yellow sallies and tellico nymphs typically work well for me in August. Little River Outfitters has a great selection for park flys in Townsend, use those guys a lot.
This is some fun fly fishing spots, not sure if you will have much luck with a spinner.
Cherokee's Trophy section is really fun for big farm raised rainbows. Extra fee to fish this section though.
One of my favorite sections in the park is around the Chimney Tops trail head. I like to park at the trailhead and walk through the tunnel toward gatlinburg and then climb down the steep hill into the stream. It can be very steep, so be careful. It can take several hours to fish back to the trailhead if you hit all the little pools. Don't go down there if you can't climb or have good felt bottom boots for boulder hoping. You feel very isolated in this section even though you aren't very far from one of the most popular trails in the park.
Once you get back to where the trail meets the stream, you can either quit, continue up the stream along 441, or follow the stream along the trail. If you want to fish brook trout, take the chimney tops trail to the 3rd foot bridge and just keep fishing up the trail til you get bored.
Brown trout can be found along river road from Gatlinburg to Townsend. Elkmont campground is another good area to fish for them. Be wary around the campground, I got sick from going there once because some jackass dumped sewage into the creek.
Another good section to fish is Tremont area. This is right near the park entrance from Townsend. The asphalt section is usually hit pretty hard, if you keep going up to where it turns to gravel, it's fish a lot less.
The Smoky's grand slam is gettin a brown, a brook, and a rainbow in the same day if you want a fun little challenge.
