I believe there is a real shot of this bill passing this time around. Please send an email to Rep. Ivey spoon-feeding him what he should be telling the public about this bill since he did such a crappy job the past few times. I'll reiterate some of my personal points that I plan to share with him:

1. The mere covering of a firearm with a piece of clothing does not raise the violent crime rate.
2. Those who carry firearms regularly in a legal fashion would not change a thing which in turn would not raise the crime rate.
3. Those who have felonious records would be precluded from carrying firearms since they are already committing a crime by even owning a firearm.
4. One day in a classroom does not change someone's mindset and turn him/her into a killer. Plus a killer would not waste time and over $200 for the entire permitting process anyway.
5. States who have passed Constitutional Carry in the past few years have seen no discernible increase or decrease in their crime rates. The firearm accident rate has also not been altered in any dramatic way in those states. Both rates seem largely unaffected.

If you wish to have this freedom, it must be available to everyone, not just select groups. Let go of your fear and let free people be free.

I think this could pass the legislature but is there any indication of JBE's position, one way or the other?

I'd be pleasantly surprised if he's supportive.

Yea I don't have a clue. He's your classic hypocritical liberal in that he's a gun owner but probably toes the party line. I guess time will tell.

He's an avid outdoors man and was in the Army and lives by the honor code of West Point. Hays all I know about him from his commercials.

It's already granted to us in the 2nd amendment. As far as I am concerned, back ground checks are unconstitutional.

Eh, I'll still get a license anyway so I can carry I other states. I'm for it but it sounds like an ideological piece of legislation more than anything.

Agreed. I like just having the permit for reciprocity sake but would love for this law to pass.

I got mine earlier this year and still in favor for this. If we can open carry but in order to cover it up we have to pay $200 and go to a class...that is ridiculous BS government getting in the way.

Bill would allow concealed carry without a permit in Louisiana

BATON ROUGE, LA (WAFB) -

More than 29,600 people in Louisiana have a permit to carry a concealed weapon, according to records from Louisiana State Police. To get that permit, a person must be at least 21-years-old with no criminal record, go through a gun training class, and pay a fee.

However, House Bill 68 by Baton Rouge lawmaker, Rep. Barry Ivey, would do away with the permitting process. That means anywhere a person can legally carry a gun openly, they could also carry a concealed gun without a permit. Convicted felons would still not be allowed to carry.

At least 11 states now allow concealed carry of a firearm without a permit, sometimes called “Constitution carry.” According to the National Rifle Association (NRA), another 16 states are considering it, including Louisiana.

"In my opinion, the Constitution says you have a right to keep and bear, so how you carry it, whether concealed or open, should not be determined by state law," said Ivey.

This is Ivey’s fourth attempt to pass such a bill through the state legislature. It’s a divisive issue among lawmakers, and even among those considered experts on firearms. Joel Cheney, a firearms instructor, supports the bill and believes the current concealed carry laws restrict the second amendment.

"Freedom's messy, offensive, and dangerous. So you can either accept and live in a free, you know, society, or you can have people tell you exactly how your freedom's going to be doled out," said Cheney.

However, Paul Murray with Shooters USA gun range in Bossier City says lack of knowledge about a firearm can be dangerous. "That's where people get hurt is they're not familiar with their weapons. They'll, you know, take the magazine out and still pull the trigger and there's a bullet there,” said Murray.

It's the lack of safety training that also worries the group, Moms Demand Action for Gun Sense. The group is a part of Everytown for Gun Safety. They are already appealing to lawmakers to reject the bill.

“There's a list of many reasons that you wouldn't get a permit, so if you take away the permitting system, you not only are taking away the training requirement, which is important, but also giving people access to conceal carrying weapons on them that shouldn't,” said Moms Demand Action spokesperson, Lori Maraist.

Meanwhile, Ivey says it's a matter of constitutional rights. “A law that restricts the possession or carry of a firearm only does so for the law abiding,” said Ivey.

House Bill 68 has not yet been scheduled for a committee hearing.

If this is the case then make it mandatory to go to a class before buying a gun. Any schmuck without priors can buy a gun.

People who shouldnt be conceal carrying that have nefarious intentions will conceal carry anyways regardless of the law.

Agreed about the extremely low level argument of having to attend a class to conceal due to gun safety. I just bought a AR (that I unfortunately lost in a boating accident) and it took all of 10 minutes. You can't require a gun safety course just to conceal when it isn't mandatory in order to purchase

It didn't even make it out of committee last time. Still a tough road ahead even though other states have approved it. Maybe it will actually make it out of committee this time and get to a floor vote. Barry was the one who got the lifetime carry bill done.
