Is liquid scent attractant legal on public land?

Why can't Louisiana be as easy to interpret the rules as Mississippi?
From Mississippi regulations:
But LA isn't as specific. So hoping someone here can clarify for me. Would like to try something that may help me get a deer on public land this year, but want to make sure I'm following the rules.
From LDWF regulations section on WMA's:
If its scent attractant that's meant to be poured on a log, its not really meant for ingestion...is it?
From NWR regulations:
Would those liquid attractants that come in gallon containers be considered "food attractant" since it soaks into the ground/log and the deer don't actually eat it?
TIA for any help
ETA: And if legal for public land use, any recommendations on which one has worked best for yall?

Are you asking if you can use buck jam or something similar on wma? If so that would be considered bait that attracts deer via ingestion.
I believe doe in heat or anything similar is what they consider a legal liquid attractant.

Yeah, thats what I was asking about. Thanks for the info. I've used Tink's 69 and a couple other urine scent attractants, but hadn't really had any luck with those so was just considering trying something different, but guess I can't on WMA.

Well it does say by ingestion. Pretty straight forward to me.

Sorry. I wasn't sure if by ingestion they only meant corn, bait pellets, or other baits that were designed to be eaten by the deer. Wasn't sure if a liquid that gets poured out would fall under the same category since it would mostly absorb into the ground or stump it was poured onto.
Forgive me. I'm still new at this...really a beginner when it comes to deer hunting. None of my family or friends hunt, so its an interest I picked up on my own and basically trying to self-teach from things I read online. So just trying to get any help I can, without running afoul of LDWF regs
