Correct, except to add (I believe this is correct) that the states must share a border.

LA can't buy from AL.

That doesn't make sense, you can buy a pistol online from God knows where and ship it to an FFL, right?

I've bought a lot of long guns in PA.

Ive bought almost all my pistols online. Never once checked their location, but seems very unlikely that they came from TX, AR, or MS.

Correct. It does not matter whether it is a long gun or a handgun nor where it comes from. It just needs to be shipped to a FFL in the state of the purchaser.

States have to share boarders without shipping to an FFL for a long gun.

In other words i can not buy a pistol out of state unless i have it shipped to an instate FFL.

I can go to any state that borders TN and buy a long gun in that state and I will not have to have it shipped to an FFL. I can take it home after I am approved on the back ground check. If I found a gun in LA that I wanted to buy I would have to have it shipped to a TN FFL and then have to pass the back ground check.

Don't think that's the rule anymore.

You could buy a rifle in Texas from an FFL and drive away with it.

CMP ships Garands directly to the purchaser, or at least directly to THIS purchaser. It's my understanding CMP conducts the background check b/c you fill out the "white form" and submit as part of your purchase. I'll add that the applciation has to be notarized. LINK

I was in Academy a couple weeks ago, there was a guy from Texas trying to buy a pistol. They told him no out of state sales for pistols but he could buy a long gun.

It's been that way a long tim. Where I live in north LA, there's a gun dealer a couple hundred yards across the state line. I can buy a shotgun or rifle from them, but not a handgun. Same holds true for a transferring a gun from an internet purchase.

Bumping for an update I read today:
quote:

“While the recent published article has some truths, the National Defense Appropriations Act has not passed the Senate as of yet. It is in committee to determine its final form. The House and Senate are not in session, nor will they be until September 8. We have no further knowledge on this matter.

Civilian Marksmanship Program”

Looks like it is still "in the works"

Police Deparments already got the best of the lot through the the 1033 surplus program. These are the leftovers. The police also got the best m16's, Colt SMG's and M1A's.
