It's pretty much a forgone conclusion a EDF funded lawsuit will be coming shortly, crooked federal fish counters and the comms that line their pockets won't like Commerce doing a end around on them. Not to mention this shows they aren't needed in the first place, the states know how to manage fisheries as they all do it now with great success.
