Deer corn placed on the side of roads and highways?!

I was driving through west Mississippi and east La and saw bags of corn everywhere. Highways, roads and even along I-20(center grass median included). Im not into deer hunting so this is a head scratcher for me. Whats the reasoning? Thanks

I'm not sure about MS, but we put bags of corn down I-49 in LA to attract black bears.

Empty bags? They been flying out the back of trucks for years. Even prior to new regs in MS.

Serious?! I thought the bears were a no-no. Got no clue on bear regs. But why is anything being baited feet from the pavement? Was kinda scary knowing someone is after something that close to traffic.

Some were empty, some weren't. A few were even tethered to something.

As many as i saw, i dont think the states have enough of those to put all that area under surveillance.

Some MS deer hounders do this in the National Forests so the know where to let the dogs out. But they usually hide them well so it can't be their fault this time.

The empty bags flying around are one reason I got a bed cover.

the guys who feed complained that the bears were knocking down their expensive feeders and tearing them up, so greenjeans put the corn in the median to keep the bears away from feeders.

So they put corn in the median so they can cross the road and potentially get hit by a car. Smart. That's one trash bag you don't want to hit.
