Crepe Myrtle Bark Scale

Anybody have any experience with this? I have two huge Crepe Myrtles that are covered up with these things. I don't THINK they can kill them, but not sure. Anyways, called the Shelby County extension office up here, lady didn't seem to know much of what she was talking about... said maybe Neem oil might work, but might not. Said Ladybugs are effective. Where can I buy a million ladybugs? Said some systemic things might work.
Basically, not sure where to start short of calling in a professional tree service. Which is what I'll probably end up doing, but I'd like to give it a go myself.
Thanks in advance.

Application should be made during May and July. Systemic insecticides include
dinotefuran (Greenlight Tree and Shrub Insect Control with Safari) and imidacloprid (Merit
or Bayer Advanced Garden Tree and Shrub Insect Control). Allow several weeks for these
insecticides to work because they must spread through the plant.

Is it dark patches on the bark? That's what I'm getting.

Thank you... I'll stop by Lowes on the way home and get some of the Bayer stuff and try it. Can't hurt anything. Obviously, I'll read the directions... but I guess I just mix it up in a bucket and pour it out to the drip line.

Basically, looks like this... You can see little fat white fluffy bugs crawling... and about 3 ladybugs eating to their hearts content. Just not enough ladybugs. I just hope it doesn't affect their blooming.
