Charter service guide takes majority of fish?

Is this normal? Never went our with a charter captain before but I thought it was odd that they kept more fish than what was packaged up. It was a rough day but I don't even believe I got the 10 fish I caught.

No, that is not the way it should be , but I have been on some shady trips, one time we were fishing off the back of a shrimp boat and we're talking to the shrimpers, we caught a lemon fish and he asks if we want to trade it for some shrimp, sure , we exchange for about 10 pounds of jumbos, get back to the dock and the deckhand runs off with the shrimp. And that was only one of the many reasons for the only time in my life there was no tip

That's messed up.
To the OP, I've never heard of the guide taking any fish at all. That's pretty jacked up.

We used to joke that the marina's fish cleaners would skim fish for the restaurant to fry if you used them, but never had anything to do with the captains themselves. And we never really believed it. Why would a guy who catches fish nearly every single day need to take his customer's fish. Seems very strange.

Down in the Caribbean that's very normal but I've never seen it in the states.
They are up front about it though and place similar language on their website:

It was a fishing trip somebody paid for my company. We went out in two boats. Took and fried half our sheepshead catch for a huge group we didn't know. It was nice though they made us drinks while we ate some of the fish. We had a good time. I just felt like we were tagging along on someone else's fishing trip rather than a charter though. Our boat caught 16 sheepshead and 8 reds 2 customers. I have a bag of fish that contains 4 red slabs and 8 sheepshead filets. So 6 fish.
Overall I don't mind because I have my own boat to fish in and had a good time I just left feeling that if I had to pay I might look elsewhere if that was not the norm.

If I paid more than tip money out I would blast his name. Since I had a good time still I would rather not.

I received 6 fish total. 2 reds 4 sheepshead. Looks like he split the fish 4 ways. There were two customers and he had a friend on the boat.

I've never been on a charter where they kept the fish. Even deckhanded a few trips offshore before and we never kept fish. Sometimes customers were nice and offered us a few filets with which we gladly accepted.
In the Caribbean it's pretty normal for them to keep fish, but they are up front about and you sign a waiver saying that you are allowing them to keep them.
I'd put that captain on blast for doing that, that just ain't right.

Since you didn't pay for the trip it shouldn't really matter. If they kept the fish for a separate group of paying customers its messed up.
