By the sheer definition of the word, there has to be the "burning of a propellant" that causes the shooting/firing of a projectile which a cross bow does not do.
I've shot that TAC15...its a bad bitch. Went completely THROUGH the target and into a hay bale at 60yds.

By serial number, that lower is a firearm as well though. You would be using a firearm during bow season but no fire would be used. Interesting nonetheless.

I see what you're getting at, but that, at the end of the day is a crossbow, and would be legal as far as I know.
