Boat Registration Question

I just purchased a used boat from a Mississippi owner. Last boat I bought, 2 years ago, I had to get a tax form signed twice before they would give me registration. As stated on the tax sheet, the tax on used boats ended on 7/1/2016. Is this form even still required since no tax will be due?
