Boat registration on canoe

This is not a question of do I have to register but rather is it worth it? I recently purchased a canoe from a private seller and would like to legally use a trolling motor that came with it no title no registration on it.
Who has successfully registered a vessel purchased through this method? I have a signed bill of sale with HID but no notary stamp. I called green jeans and they require:
1. notaraized bill of sale.
2. Statement of orign. <-- I think I can get this from the manufacturer.
3. proof of taxes paid. <-- I could get this.
4. if not the original owner the original bill of sale is needed. <-- can't get this.
How many people say F the man and risk it? anyone know of the fee if caught?

You will get a ticket if you get stopped. They will not let that go.

Seriously? On a canoe? Good Lord.
I was stopped a few years ago for not having a life jacket on when kayaking down a river that was not more than 4 feet deep at the time. The agent (in a tiny skiff with a smaller engine) wanted my driver's license. I told him it was in the car and gave him an absurd name and address. He said he didn't believe me. I said, "fine, then arrest me". After some huffing and puffing he dropped the matter.
Is this really the world we want to live in?

I have my canoe registered just to be legit but I've talked to many green jeans and they don't give a shite if its registered. They are only worried about life jackets when I've ran into them on the water.
