Jubilee is the name used locally for a natural phenomenon that occurs sporadically on the shores of Mobile Bay, a large body of water on Alabama's Gulf Coast. During a jubilee many species of crab and shrimp, as well as flounder, eels, and other demersal fish will leave deeper waters and swarm—in large numbers and very high density—in a specific, shallower coastal area of the bay.[2] A jubilee is a celebrated event in Mobile Bay, and it attracts large crowds, many drawn by the promise of abundant and easy-to-catch seafood.[3]
Although similar events have been reported in other bodies of water, Mobile Bay is the only place where the regular appearance of this phenomenon has been documented.[4]

Not to my knowledge. Low oxygen levels plus being there at the same time it happens.

Low oxygen levels, rained the afternoon or night before, slight east wind all are good conditions for a jubilee

and to the OP, there is no way in hell there will be a jubilee this time of the year. they happen in the summer

I've never been so surprised in all my life then when I walked to that pier with a sparkle beetle and caught a nice 14" trout on the first cast. I proceeded to catch them every cast until I lost my grubtail. Prolly caught a dozen or more. There were flounder and reds in there as well. I just knew that trout only lived in LA. Shocked.

Yes. Do this. My family goes for a weekend every summer and I spend about 60% of my time on the pier.

They have cane poles and put out a cooler of bait every morning (usually squid).

I've caught Flounder, white trout, and various other species.

On the pier at the hotel, I would recommend fishing with live grubs late/ early in the morning on the lights

Caught some decent sized trout out there many times

Possibly some reds hanging around the pilings of the pier, may want to check and see if they have any yaks out on beach that haven't been put up for winter, best chance is going to be at night under the lights. I think hotel pier has lights, but also look for other piers with lights and see if you can get to them in that yak that may or may not be available. Most lights will probably be off on nearby piers, I leave mine on, but most people cut off when not there if the bothered replacing them after the last storm. You can also try the rocks around the bulkhead and the marina, there are a number of pipes that drain into it that fish are around sometimes. No chance for a jubilee this time of year, but they are cool to get in on. I have been in on many and they are a great time. All this being said don't waste your time, just drink the over priced drinks in the bird cage/ buckey's and get drunk. Enjoy the visit
