Advice for a friend - problems with feral rooster in New Orleans

So a pal of mine has a house in the Bywater and a feral rooster has moved in. He only settles in at night and she can't find him, but the damn crowing starts at 3:45 every morning.

I have suggested Animal Control and maybe feeding some outside feral cats to chase the rooster off.

Any other suggestions (besides waiting up and capping it with a 22 subsonic).

If she tells some of her hipster neighbors that she is going to kill it within the week im sure one of them will rescue it
