and strangely puts it on your desk... WTF, so you bid work that literally no one can do, no way to ever know the inputs that would be required to effectively calculate what you said we could...and you just want it done. Company praises the guy who got the work, am I missing something?

Easy. Find a smaller firm that can do the job, sub it out, and add 10-20%.

Yes, and it can suck for whoever has to actually do the work. My opinion, it is worth it if there is the possibility of future work, or additional phases to the project that you might be able to get.
