I spend about 50 million of it on land and game species conservation. I spend about 48 million on advertisements to go after corrupt pieces of shite in our government. I give the remaining to the people that I know and love and save a little for myself to start a pub and grill in the mountains out west.

I would use the money to build an elite independent auditing corps that will reign in excess.
I ain't anti government as most on here (I have seen it do good) and I loathe auditors but i feel like if they belong anywhere...

Split up between dept of urban housing and development and transportation. Develop a whole slew sustainable mixed income in urban areas. Allocate some of the funds in parks and outdoor entertainment areas to drive in more tourist income into the city, from there I would be able to raise the hotel/tourism tax, which help raise revenue to local gov't to fund areas like public safety.
Transportation wise-- devlop some sort of train system that runs on solar power and little clean burning natural gas. Sure it's possible, haha

Abolish the majority of those departments and use the money for bonuses for the remainder based on how much money they can save from their budget.

If you zero out HUD, then housing projects close. Housing projects close, then the disenfranchised former occupants of housing projects will begin to listen to anyone that will talk to them, feed them, put a roof over their heads...particularly extremists of any kind who know exactly how this dynamic works. If/when they become radicalized, then you'll need to make sure that DHS, DOJ, and HHS are adequately equipped to deal with the domestic fall out.
(basing all of this on the ridiculous assumption that we're funding an entire government for 319M people on $100M...which is $126M less than the poorest country on earth)

At this point military salary talk is a lot like waitresses saying they only get paid $1.50/hour or whatever.
There are E3-E4s pulling in 52k+ per year with no education pushing paper all day

$30MM to Defense, $30MM to Transportation, $20MM to VA, and $20 to Interior. Everything else is done away with, and we put restrictions on Transportation projects.
Also, all money can only be split 90% projects, 10% Admin costs.
