I like the way the whole thing morphs into race. Woodworth is an equal opportunity speed trap.

you have to read the entire decision, to understand the level of hubris of the mayor and police force. had the woman appealed the award, the court of appeal would have maxed it out.
A buddy and i got stopped at 4am some years ago in Woodworth, pulling a 19' Bayhawk with a 1985 Chevy S-10. Officer says we were doing 65mph. We laughed, and said the S-10 couldn't go that fast going downhill with a tailwind while pulling that boat, and he let us off. Of course, we're two white dudes with JDs, not a poor black woman working as a cook at the Methodist conference Center. Mock me all you want, but that makes a difference.

Woodworth is a huge speedtrap. Just check out the municipal buildings all of those tickets have built. The cops also have brand new Ford Explorers decked out with all of the latest gadgets. When you pull off of 49 to go to Woodworth, make sure you are doing below the speed limit! There will be a cop waiting on your arrival to town.

LA has some bad ones but I will put the small town just east of Waco up against anything we have.
I got pulled over there by an officer that was sitting under the sign that lowered the speed limit coming into town. He shot me before I got to the sign and came up with some explanation of "you have to slow down as soon as you can see the sign." He then presented me with a STAMPED AND ADDRESSED ENVELOPE and instructions to make the check out TO THE JUDGE. The check went to a P.O. box in the town. Think about that for a minute. On the upside, no record of the ticket on my drivers license or insurance. Basically, I got robbed.
I was so pissed, I actually did miss the sign going into the next town and was speeding. An officer there pulled me over and, after I told him about the last town, he just laughed and let me go saying there were a "bunch of crooks."

I think minorities can have a rougher go of interactions with police, just b/c the cops think they can get away with it. I have no problem believing that cops in Woodworth are crooked, that seems very obvious to me.

I wouldn't stop and buy a piece of gum in Woodworth.
What would be funny if a few thousand would fight their tickets and keep them tied up in court and cost them money.

I agree in part-- they pull over anyone, anywhere. But in this particular case, it's hard NOT to draw that conclusion. Even the court came to that conclusion:

Best Woodworth ticket paying story I ever heard: My in-laws were military at England AFB back in the 80s and 90s. They had a single buddy who got a $200 something ticket there, and he went on his lunch break-- at 11:30 am to pay his fine in person. He paid in pennies.
