Witnessed a pretty crazy arrest at lunch

Was going down hwy 30, headed towards burnside. I noticed a few cops heading towards me with there lights on. All of the sudden one whips around me heading head on into traffic and they trap a beat up red car. At this point about 12 police vehicles (some cop cars, unmarked suvs and motor bikes) surround the vehicle. The driver comes out with his hands up. The passenger stays in the car and there is a standoff for about 5 minutes. Then two police in casual clothes with bullet proof vests go in and throw the passenger to the ground. Felt like i watched an episode of cops on my lunch break. 
I'm curious to know what the passenger did, seemed like a planned operation as there were several unmarked vehicles and undercover cops.
