Because everyone usually starts smoking pot at the stage in life where they can comprehend complex things, and start thinking for themselves. So they think it's the pot that's causing it.
Another reason is that they're stoned. Kinda the same reason people who are drunk or high on cocaine think they're invincible.
I do believe though. That a small amount of pot (2-3 hits) can sharpen your skills. But potheads don't stop after 2 hits.

Well, doctors hang out at hospitals and so forth, even the free clinics.
You'll find lawyers in law offices and courtrooms. Even your court-appointed lawyer is in fact, a lawyer. Now, admittedly, he probably gets high. That's why he's a PD and not working in a high-rise making bank.

Well, I was gonna troll my HOA, but I got kicked out. 
It's like anything else; use it too much and you get lazy.
That said, they drug-test at the big firms. They probably do at the DA's office as well, but nobody GAS.
