Why do people ride around with their windows down when it's raining?

I witnessed a guy driving down the road with all of his windows rolled down. Wouldn't think anything of it except that it's been raining here all day.
This is not the first time I have noticed this and I always wonder why.
I have also noticed that the person is almost always African American.
What is the deal here?

No AC.
Had a dude that worked for me years ago and his wiper motor went out so he had a coat hanger tied to the windshield wiper and run inside the window. He would pull it every now and then during the rain.

My paid for POS doesn't have air conditioning so if you were to ever pass me when it was above 80 and raining I will probably have my windows down:)

Doesn't have to be brand new to not have a plate. Lot of people with down windows don't have plates.

Most of the said people doing this kind of non-sense are usually driving a challenger or Sebring. I"ll let you draw your own conclusions as to what kind of folks they might be.
