Why aren't skyscrapers taller in Tokyo?

Earthquakes seem to be the obvious answer, but there are methods to deal with that and if that actually is the reason why do they build the ones so high as it is?
Given that it has the largest population for a city on Earth by far you would thing there would be a tremendous amount of ultra tall skyscrapers. Instead there's just a lot that are middle of the road.

It's not land constrained like on an island like NYC or Hong Kong. Well it is on an island, but it's a big one comparatively.
If you aren't land constrained there's really not a big need for skyscrapers other than prestige. Look at Dubai.

next is 30 million

Sometimes it has to do with the depth of the bedrock. You must have deeper bedrock to support taller buildings.

City proper dumb arse. The metro area far out does any other on the planet.
Here is an example in the US- Atlanta proper is way down the list in population with less than 500,000, but the metro is way up there at 5+million.
