Who is at fault in this accident?

Driver A is traveling down Tchoupitoulas (a two way traffic road).
Driver B is trailing driver A.
Driver A slows down to make a left turn, with blinker on, to park on the opposite side of the road.
Upon doing so, driver A slightly angles right before turning left.
Driver B, thinking that driver A is turning right, slightly merges into the opposite traffic lane to pass driver A on the left.
Driver B runs into driver A's driver side door as driver A turns left, just as the blinker indicated.
Driver B gets the citation from the police officer.
Who is at fault?

Driver A is a dumbass for angling like that on a two lane road.
But Driver B is at fault.

Me too, but it doesn't make them at fault for this.
They had a left blinker on and Driver B went into opposing traffic lane to impatiently pass them.

But to be fair...if you can't make a U-turn without making a right angle first (like driver A in this case)...you shouldn't be making U-turns in the first place

In this situation is seems like the person was making a U-turn on a 2 lane road, which would be hard to pull off even in the smallest of cars.
