What's up with cars whose right turn peaks as you just pass them on the left?

You know what this is. You are leaving a parking lot and intend to turn right onto a road with two lanes going your desired direction.
Right lane is clear, there is a car in the left lane. No problem...you pull into the right lane.
BUT when do you attempt that turn?
It seems to be all too often that drivers make that right turn into traffic to where the furthest they stick towards the center of the road is the EXACT point that you pass them in the left lane.
Am I the only one who plans out my right turn into the right lane to peak/apex just after they pass me as to not freak out the driver in the left lane?
Just wondering if anyone else observes this phenom? Do you exercise any caution or trust that driver and not flinch at all?

I typically wait until both lanes are clear.
I've had too many close calls with people in the left lane changing over to the right lane as I am turning out into that same right lane.

Rule of thumb: assume the other driver sucks and will hit you given a chance.

That's a good idea.
I definitely wait until the car is just past me so that I know that whatever he does I'll be safe.
And, I'm glad you understand the scenario I was trying to convey. It took a while to whittle down the title to make sense. And the post isn't the easiest explanation...

Yep, this is why I don't like to do it.
Plus when someone does it to me,wrong or right, I get kinda nervous and the subsequently pissed.

As a pizza boy up and down Airline from Highland to 621, you would be a little bit poorer if you waited all the time.(to be fair locals around that area know to get in left lane and assume right turners are gonna frickin pull out regardless)

I always assume every driver on the road is a fricking idiot. So I just wait until both lanes are clear.
