Or Bizzaro Baton Rouge if you will.

My initial reaction was Portland.

A city where suburbs want to be annexed in, not leave.

So 55% white, 35% black, 10% Hispanic/Asian, no universities, and not a capital?

Chattanooga, TN is close in demographics but has UT-Chattanooga. It's probably the closest opposite though.

Well they're both more seafood versions of Burlington, IA.

I'd go with a mid sized Midwestern city.

Maybe Des Moines.

Different industries
Very different ethnic makeup
Opposite weather
Mainly Protestant but no southern baptists.

Burlington, Vermont, despite its population, is technically classified as a 'city.'

Maybe them?
