What to do about neighbor blaring Mexican music at 2AM and 7AM?

Not that I have anything against crappy Mexican music, but some people enjoy sleeping. Cops came and told them to keep it down at 2AM last night, but not sure what to do about a passive aggressive neighbor who pulls stuff like that, especially early on a Sunday morning.
Anyone ever had to deal with an obnoxious neighbor like that? How did you handle it?
