What factors cause ~13% of the US population to commit ~50% of violent crimes?

What factors contribute to this?
This is a serious issue, and one that desperately needs to be addressed. Can we do that here without this thread turning to a shite race baiting thread?
Is it over-policing of areas in which large groups of that portion of the population lives? Is it an indication of assumption of guilt by non-minority juries and judges based on race? Or is the primary problem a cultural issue in which violent crimes are celebrated and rewarded with status in the community? Something else, or a combination of those things?

90% of the crime from that 13% is racial profiling and that's why prison is the new form of slavery. Don't you remember what Common said last year at the oscars?

It's actually even smaller than 13%, considering it's mostly young black men. 13% is the total black population.

The downfall of the core family unit in the black community is the major reason. There is one person largely responsible for this, Lydon Baines Johnson. He has single-handily hurt more blacks in this countey then any other person by incentivizing single parent families with his Great Society.

More like 7% of the US population.
It comes down to culture. When the parents have Nike shoes stacked up to the ceiling and not a single book in the house, it shows you have no priorities. Violence is not only condoned, but it is glorified. AND snitches wind up in ditches.
