When they start driving.
Also...flip phone for the first year. If they don't appreciate a nice smartphone they will break it.

well only some simple phone like mokia, so it doesn't distract from study, at age 13

It is just another tool to discipline your kid when they get out of line. Tell them that one screw up with the phone and they will have to pay for their own. Whenever that may occur. A child should not have a cell phone if it is just to screw around with anyway. Nothing but trouble there.

So what did yalls parents do when you had shite going on after school. I didn't have a phone until my sophomore year of high school.

Most kids I know are getting them around 5th/6th grade...none of my kids are getting brand new phones...just hand-me-downs when my wife or I are ready to upgrade.
kids don't really use the voice part of the phone...all they do it social networks, text and facetime. I like the idea of easily being able to get in touch with them when they are out with friends (and not on a wifi network).

I think it depends on the child, but somewhere in the 10-13 year old range seems appropriate to me.
Edit - Pre cell phone days I would collect call my parents from Adam Gym (At the gym) Adam Court, Adam field, Adam etc... They would just decline and come get me
