You can't buy and drink it while on the cruise. You get the bottles of booze when you disembark.

You can buy but can't consume on the boat. They sell reasonable prices because it's duty free. People buy and take it home.

Not that unusual. They do the wedding while in port or before cruise actually starts. That way more friends/family can attend(that couldn't afford or didn't want to stay for cruise). Then cruise starts....family/friends that aren't going disembark and the rest hang out with newly married couple. In some cases....only the married couple remains on ship to take their honeymoon.
