Short term fix - laundromat.
Mid-long term - Lowes or Home Depot. They deliver.

It's either the lid switch or the motor.
In my experience these machines are not the best. The main motor control is integrated into the motor. One thing fails and the whole assembly has to be replaced. The assembly costs me over $250 so you can imagine how expensive it is to install.

If you were to take off your front cover (really easy held in by two clips) you would see a blinking light on the motor. Count how many times it blinks before starting the cycle again.. The number equals the error code. Long on/off/on/off means it's not a motor issue, no light at all means the motor isn't registering power, and it could be the the inline fuse on the white and red wire.

A lot of variables. Unlike the Whirlpool and Maytag these are not really duy friendly and rely on having tech data (should be a paper inside the control panel). You also need a special tool to put the belt back on (it's a cheap tool though).

To be honest, it's a hard machine to just shotgun, but if you want diy help I can get more specific on repairs.

Probably.
Check continuity with contact closed, or cut free and bypass.

Cut free and bypass is illegally defeating a safety feature! Do not put hand inside machine when trying the spin cycle. Old time diagnosis. Replace switch! Especially if children are involved!

you can't bypass the lid switch on a hydro wave GE. If it reads always closed during duration of a power signal it will shut down with a shorted lid switch error. These machines use a reed switch. Not a manually acted up mechanical switch. The GE switch is magnetic, when the magnet on the lid is close enough it closes the circuit. You could temporarily bypass lid switch at the motor (The motor on these units carries the primary controls). On almost all machines the problem in the OP is a bad lid switch. On GE top loaders this problem is usually the motor.
