im not following this closely but itsnt it possible he felt bad once he found out which lion it was he killed (could have been days later)? Seems like he requested the elephant hunt almost immediately after killing the lion.

Are there any news reports about them even attempting to investigate as to who the guides were?
Because if not, this is just them wanting the chance to extort Palmer, not because they want justice.
Hell, the idea for extradition probably only came about after they saw the PC tidal wave in America.
