If I buy a used iPhone from Craigslist, will At&t unlock the phone even if I never had an account with them?

No. I used a service on eBay to unlock my wife's.

There are some places online that will unlock your phone for a few bucks

They should say in the title or description which phone/phones.

go to spi communications on government st. they will unlock anything and even change carriers. for about 20bux
