You need one for any location that deals with trucks trains or barges.

So the simple answer is yes, you need one. If you're a convicted terrorist, you won't be able to get one.

Depending on the guard, some check for TWIC and some don't. If he gets caught without one, he'll have to be escorted the entire time he's inside the gate.

I'm pretty sure just about every plant by the river or gulf requires you to have one if you want unescorted access throughout the plant. If you don't have one, you have to be escorted around by somebody who does.

It's only federally mandated if you're on the river. You only surrender it to security or coast Guard.

Only if a part of the plant is under Coast Guard jurisdiction. So if the plant has access to a waterway, then yes you will more than likely need a TWIC.

Never heard the trucks and trains part. I've always understood it that the TWIC card was needed in facilities where there was the possibility of access to a port facility. Those were the only times I have had to show mine since getting one when they were introduced.

Our plant deals with trucks and trains and doesn't require a TWIC card for employees or delivery guys.

Pretty sure it is only mandatory with Plants with Port access.
