Who gives a frick about conflicting stories? I've been in the car with lots of drunk girls who would probably tell some wild tales about where they were going or had been. Doesn't give a cop a reason to take my cash.
My favorite story about K9 "drug dogs" is from my friend who was driving his Porsche 911 at 26 years old through Mississippi. He got pulled over for "speeding" even though his Passport 8500 didn't go off. The cop asked for a search (for no reason) which he refused. An hour later the K9 shows up and "hits" on the driver's door, and then once "legally" inside hits again on the only thing in the car - his duffel bag. The cops were licking their chops at the daydream of owning this 911 for their highway patrol duties. Unfortunately the dog was just flat out fricking wrong and there were no drugs in the car. The dipshit cop pulled something out of the carpet he called a "marijuana seed" but reluctantly let my friend go.
Long story short: K9 dogs are fricking useless and if I were in charge they'd all be relegated to making Alzheimer's patients feel better about their days.

Right, it's not over. IF the guy was creating a bank and moving the money to the new building it should be returned.
If not, where should the money go?

See this is where it's tricky
Did you read about he story where the legit business owner of a mom and pop country store got his entire bank account taken? The IRS only agreed to give HALF of his money back
He was completely legit, the bank gave him some bad advice on how to deposit it and the IRS used Civil Forfeiture to take it!

It's really nobody else's business what the money is for. If he wasn't committing another crime you send that person on his way.
