TOPS Changes?

What have you heard as far as changes to TOPs for this next year(Fall-17/Spring-18)? Are they going to do it like last year and pay full for Fall and 1/3 or whatever for Spring? Are they trying to cut even more so less money to go around? Any changes to the requirements for ACT and GPA to qualify for TOPs?

If you're white and don't have at least a 26, don't count on it.

If you are black and don't meet the requirements, don't expect much either.

If you are black, you may be able to get some minority scholarships to help you. However, I can tell you from experience, that a lot of those scholarships are skewed for low income people (like <20k/year) and tend to be for only certain schools.

Nothing has been set yet. Have to wait for the regular session in April.

Board of Regents is considering selling naming rights to TOPS to get additional funding, scaling payments based on academic level (fresh, soph, etc), and increasing retention requirements (30 hours earned each year instead of 24).

Don't expect many or any changes to the base requirements to get TOPS. It's always met with resistance.

They haven't even fixed the mid-year budget deficit, so there is no way to know what next year's numbers will be. Those will come from the regular session that ends in June. Likely, any cut will be split evenly next year between fall and spring, rather than the 93/41 this year. That was only done this year because of the short notice to parents and students of the cuts. Instead of giving parents 3-4 weeks prior to fee bills to figure out how to pay, it gave them 6 months. Next year, parent's should already be aware of potential cuts and planning for it.

Work in Higher Ed and had a College Goal Sunday event this past weekend. Rep from LOSFA said their office doesn't even know about funding until the session ends in June. FWIW, we found out the TOPS funding situation about 2 weeks prior to the Fall semester beginning.

Work in higher ed as well. We found out about the funding levels in late June/early July. Notified students and parents immediately.

Next year will be interesting.

The Governor will start screaming that there is no money for colleges and medical care elderly people at the regular session next month. Prepare for not getting a full ride.

How much more can they do realistically? Louisiana already has one of the highest overall tax burdens (sales, income, property...) in the country
