I would really like to see a study that shows the coorelation between prisoner rehabilitation/reform and forced labor. The US has one of the highest rates of incarceration in the world with no sign of tapering off. A large portion of the prison population in America suffers from either an undiagnosed/misdiagnosed psychological issue(s) or some developmental deficiency. I blame Reagan for cutting the funding for the mentally ill, which led to nationwide shutdowns of insane asylums and mental health hospitals back in the 80's.

The rise of for profit prisons has caused a big problem but as long as there is money to be made they will focus on rehabilitation only $$$$$

It's only going to get worse. What possible reason would a for-profit prison have to try to rehabilitate a prisoner. That would cut directly into their profit. They want longer sentences and they want prisoners to return after they get out. It helps the bottom line.

Even more people are incarcerated for having a drug problem. I would blame whoever decided to harshly penalize drug users.

I'm not sure what sort of programs prisons have, but when I got a DUI at a younger age, I was really shocked at all the rehabilitation efforts I was exposed to. Granted, it was stuff I had to do or attend from a probationary requirement (AA classes, weekend educational stuff, MADD presentations, counseling, etc) but if I was an alcoholic persay and not just a dumb kid that made a mistake, the help was definitely there if I wanted it.

This is the real issue. It's a perverse incentive. The incentive is to keep people incarcerated. It isn't to rehabilitate people or even to help society. It's to feed people into the prison system, and it's big money.

This. The problem with our society is people want everything done for them. This is due largely in part to the welfare state. Why work for something when it can be given to you? Help is there to rehabilitate prisoners, addicts of all devices, etc. Many people just do not want to put in the work it takes to kick a habit.

As others have suggested, the prison population is tied in very large part to the War on Drugs. Do you really have to be clinically insane to participate in an illegal business when that business gives you much more than you can get in the legal economy? The problem isn't mental health, it's our welfare system that promotes broken homes which in turn drags down our education system which both lead to having so many dysfunctional citizens. Fix the family and school system and end the war on drugs and crime rates would drop dramatically.

Not once your locked up, there are programs to help but they are very small and limited in who they will accept. Hell most of the prisons have cut their vocational training programs as well.

Yep. On every job application you are now required to tell your potential employer if you were arrested even for a misdemeanor. So if a person has been arrested for drug possession and nobody hires him because of it, he will go back to peddling drugs. Its an endless cycle where he doesnt win, the prison system does.
