Being highly decorated has 0 to do with it.

You have to be active duty for at least 1 day to be eligible and it can't be for training.

So if he was never deployed or activated for anything other than training then he doesn't meet the requirements.

The rules are so strict because President Clinton put nearly 70 special exemptions into the Cemetery. Diplomats, SCOTUS' spouses, DC police officer, etc. a bunch of people that never served in the armed forces.
