Should people on welfare be allowed to have children?

They are already having difficulty supporting themselves and now they want to bring another life into this world that will also require financial (among other things) support.
I think every woman on welfare should be required to take birth control and I think every man should be required to sign documents where they pledge not to father children while on welfare. If any person is responsible for having a child while on welfare, they lose their gibs, child becomes a ward of the state, and each responsible party is surgically rendered incapable of every producing another child.

Yep. I don't think we should be a welfare state.
I think if we're going to be a welfare state, then the only way it will work is if there are strict rules as to how the gibs are doled out.

You should 100% be allowed to reproduce if you are poor. Poor/rich has nothing to do with it.
Being dependent on the government is where it becomes everyone's problem.
I shouldn't have to raise your kids with my tax money. They aren't my kids. I don't care how poor you are or how hard you work if you can find a way to make ends meet without the government's handouts.

the government literally rewards them financially for having more. I think last I saw each child is worth about $35k in government assistance.
