Should I complain about this?

Just got back from a long vacation drive and I'm starving, so I pull into a Penn Station. It's 9:50 ET and the place closes at 10. No one is in there and an employee is mopping. When he sees me park, he runs over to the door, locks it, and turns off the "Open" sign. He then proceeds to dance around raising his arms in the air in celebration of being an a-hole.

Normally in this situation I would laugh and try to find something else, but the employee that did it has been an absolute dickhead to customers a few times I've been in there. I live like 5 minutes away so I'm contemplating driving down tomorrow and saying something to the manager.

Is this a large corporate eatery, or a locally owned establishment?

I'm not sure of their regional footprint, but I've seen various throughout Ohio. I'm guessing large corporate eatery.

Find out the corporate number and call them. Ask if that location is corporate owned, or a franchise. If corporate, then ask for the district/regional managers name - don't waste your time with the store manager. If it's a franchise, then ask who the owner is and how you can contact him/her. Both parties should be made aware of shitty service like that, and that person should not be a public face of the company. Don't bitch, simply tell them what happened.
