you know there are rips I watched one form and grow at the end of a pier. the same could be said everywhere. most do not know how to swim to get out of the rip because they panic.

Most people can't swim period and that's the real problem. "Rips" are so sensationalized by the media. Its just the go-to when someone drowns at the beach around here, whether its true or not.

Nope but its true for all the east coast. Ask anyone that actually knows a thing or two about the ocean and they'll agree.
Via beach is actually less likely to get rips than we get here in FL due to its orientation. Its less open to certain swell directions and its often diminished by the time it reaches the beach. To have decently strong rips you first need decently strong swell and usually long period swell.

During the late summer, especially August and September, the Atlantic Ocean really becomes stoked by tropical storms and hurricanes in the tropical latitudes. Big swell waves can travel for thousands of miles without losing their energy until they break on the beach. Major rip currents occur. A number of victims have drowned off the Outer Banks in recent years due to this. Maybe they were under the no rip tides in summer misunderstanding too?

I'm well aware. I surf several times a week and have been for twenty years now. June and July are FLaT 99.9% of the time. You don't hear of people drowning during hurricane swells (usually) because pretty much the only people in the water know what they're doing. Its funny All these "rip" deaths happen on FLAt days.
By the way, any swell that hits the east coast loses a ton of energy before hitting the beach due to the large shelf. Its why our waves most times lack power.

This is from last week, person was not hurt bad.
Recent attacks: The two were the second and third victims of sharks in a week, after a 13-year-old girl suffered cuts on her foot from the 4-foot-long shark that took two large bites from her boogie board

I read on another forum that some idiots had been chumming right off the beach before and/or during these attacks. Not sure if its true but I wouldn't doubt it.

That is a rumor most likely spread because the attacks happened by a fishing pier and many are saying the sharks are feeding on schools of certain fish. People are also blaming people fishing on the beach. This is all silly because fishing by pier and beach is year round in NC. My guess is that the sharks were feeding on schools of fish close to shore.
Also the mayor not shutting down the beach but ordering to 'swim in shallow water,' is ridiculous as the attacks occurred in waist high 3-4 feet of water. I get they can't mandate actions but I have seen guards pull two distressed swimmers out and the guards put the warning flags up FOR YES A RIP TIDE and northerner tourists still go in the water.

It amazes me how people turn to the government to protect them from shark attacks. Here's an idea: you go into a large body of salt water and get attacked by a shark, it's your fault. Not the mayor, not Chief Brody, not even the shark - it's your fault because you chose to put yourself in the position of being lunch for a shark.

Everything in the ocean is bait. This is why they put swimming pools on the beach. I've never feared being bitten by a shark while in the pool.

I recall last year after so many beach swimmer rescues the head lifeguard saying, that his lifeguards lifes were being put at risk when people were ignoring the flags and going in after they watched them bust tail humping in two people.
It's called common sense and yes the peoples "right" to swim is protected as the flag is but a warning but there is a time when simple basic common sense should prevail. Wait a few minutes or half an hour before letting your young five year old go in after watching two strong swimming adults be hauled in.
