Question about LA budget crisis

Can someone explain why, with LA being one of the largest producers of oil, natural gas, and refining facilities, the state is seemingly broke and Jindal is gutting education to cover the shortfall? I mean, the energy section has been booming for over a decade until the last year when oil prices began to drop sharply. Where did all the money go that LA should have been raking in at least thru Jindal's two terms as governor? I'll hang up and listen.

Basically, he guts agencies that make money to fund the government (a money pit). Higher Education is one of the only areas that is NOT statutorily protected from cuts, as in they don't have a dedicated source of state funds.

Jindal has also tried to fill budget holes in the past with one time money. Well this year there is no more of that because he has exhausted all of it.

There's more, but that's the gist of it.

Too many pigs at the trough. LA state gov't couldn't balance the budget if they won the powerball every other day. Way it's always been, and will always be. Crooked as a dog's dick.

The state is not broke. Louisiana has a deficit because it spends too much. We spend more per capita than the U.S. average. In 2013, per the Kaiser Family Foundation, we spent over $500 per Louisianian more than the U.S. Average. If state spending per capita equaled the U.S. average, we'd have a $1B surplus. If spending equaled the southern state average, we'd have about a $3B surplus. Our legislature is not fiscally prudent. And LSU is losing funding because our legislators (and governor) will not get the budget under control. Ultimately, however, since the people elected these representatives, we only have ourselves to blame.

The only sources of cuts are higher ed and healthcare. We need a constitutional convention to change the way this process is set.

That's the way the budgeting process is set up. Seems very counterintuitive but comes down to politico's wanting to protect their pork/pet projects IMO. Could be wrong on some details but that's the gist in a nutshell ballpark.

There are only so many pots the gov can take from to balance the budget, due to the way the state constituiton is set up with regards to designated money. Education and Healthcare are the two biggest. Its a shitty system that no politician seems to be interested in fixing.

well maybe the failure to address that structural problem is Jindal's greatest failure. Of course, he's not king and would need the cooperation of a majority of the legislature, but the fact that we haven't seen any blood spilled over this issue suggests he didn't have the stomach (or as Les Miles would say, "the chest") for the fight

This. We have to share profits from our resources with the rest of the states. And it's about to get worse if the current federal administration has its way.

And our State administration abuses one-time monies.

LA gets plenty of cash off of the 12.5% severance tax though which is much higher than other states

I would agree completely. Jindal was insanely popular coming in. He could've done something about it. Imagine how different Bobby would be sitting right now if he was able to say "Well, I've tried numerous times to get the constitution changed, but the state legislature doesn't seem to be interested in securing fiscal accountability. LSU, call your senators and ask them why they were not okay with reforming this." Now, this might piss off a lot of the career politicians, but the people that vote would be pissed.

I think someone told Bobby he could be president so he decided cronyism was more important than reform.

True. Governors in La wield a scary amount of power, especially in Jindal's case. I can't imagine that if he had really wanted it done it wouldn't have happened or at least come to a head.

There was a constitutional convention and a new state constitution established at the end of the 1970s. In less than 50 years time, the voters in our state put into place the system of protected funds that exists today because we voted in ammendments to the constituton.

The blame lies with the citizens. If we want a new constitution, the convention is our responsibility as well.
