I'm almost positive that every parish or town where they are legal to sell, stipulate that they are only legal to sell during the specific time periods around New Years and July 4th.

Weren't you the kid who wanted to know how many beers we could drink because you were having a raging bonfire out in Saint Francisville?

No, you or a dealer can order them any time with the proper licensing (depending on what you're buying) but most wait so they don't have to pay for climatized storage for several months.
The dealer we're friends with sends out an email in late May with a list of the items he's gonna buy and let's us add to it at cost.

There's a place just in Moss Bluff. Soon as you get off the bridge by walmart, it'll be off to the right hand side. There's a Wendy's across from it too. Name of it USA Fireworks or something like that. Used to go every year but stopped a while back.

Yeah, therein lies the catch. Joe Schmow can't just go and buy "wholesale fireworks" any time he wants in Louisiana.
You can drive to Alabama and buy them in that big metal building on the Interstate by Gulf Shores, though.

I only put that in there because there are some items you might see at a stand that Joe can't order but for the most part he can. When you order online you just have to agree to terms saying you are at least 18 and can legally purchase them.
I don't do it because it is expensive as frick due to them being shipped as hazardous materials. If you go in with a dealer or bunch of other people you can offset those costs.

I saw a black man with a bible and a sparkler in his hand.
He was holding a tent revival and running a firework stand.
He said the end of the world is coming, you better get on your knees.
Today bottle rockets are two for one, but salvation's free.
He said I quit my job at a big church where the milk and money flowed,
To sell cherry bombs for Jesus in a tent beside the road.
I ain't in it for the money, most cars they pass on by.
But I pay the rent on New Years and the fourth of July.
Fireworks are dangerous, they can blow up in your face
So you better read the instructions, light the fuse and get away
These things are made in China so it's easy to see
How a man who worships Buddha ain't got no guarantees
